Chief Paysinger is the highest ranking African American officer within the storied police department. “To the question of weather or not there has been overt racism in the past, that was the case. Our police department as were many corporate entities both public and private suffered greatly as a result of it. However, we’ve done a better job of understanding issues of race, issues of color and issues of ethnicity.
